REGION 1 REPRESENTATIVE

FRANCINE CROUGHAN, CITY OF WHITE PLAINS

Fran has her undergraduate degree in Education from SUNY Cortland and a Master's Degree in Organizational Leadership from Mercy College. She is currently the Deputy Commissioner of Recreation and Parks for the City of White Plains and joined the team in 2003. She is a Nationally Certified Parks Recreation Professional (CPRP), Certified Pool Operator (CPO) and Certified Playground Safety Inspector (CPSI).

Fran has been providing recreational programs for more than 30 years to all age groups and has a particular passion for creating, organizing and executing special events. She is a member of the White Plains Beautification Committee, White Plains St. Patrick's Day Committee and an active member of the Westchester Recreation and Parks Society (WRAPS). In 2019 & 2020, Fran served on the "Vision 2020" NYSRPS Annual Conference Committee.

REGION 1 REPRESENTATIVE

JESSICA DICKINSON, TOWN OF PAWLING (INCUMBENT)

Jessica is a Nationally Certified Parks Recreation Professional (CPRP) and has served in the Recreation & Parks field for 20 years. Her experience includes working in urban and rural communities alike through diverse programming and parks opportunities. As a former classroom educator and coach, she likes to use her strengths to encourage others to do the same. Jessica loves to see the potential in things; especially challenging ones outside her "comfort zone". She would like to serve a second term as the Region 1 Representative to see NYSRPS stretch the possibilities to serve professionals and be that 'go to' resource despite changing circumstances within diverse communities.

In addition to her service as NYSRPS Region 1 Representative, Jessica served on the Downstate Conference Committee in 2019 & 2020, the 2021 NYSRPS Virtual Conference Committee, and is currently the President-Elect for her local Association, the Hudson Valley Leisure Services Association (HVLSA).
